High Plains Service Dogs is a 100% volunteer program dedicated to helping people with qualifying mobility disabilities to obtain, train and certify *(where beneficial), an appropriate dog to help mitigate physical disabilities. Our primary goal is to team disabled persons with his or her specifically matched dog which he or she will then train through our professional, education oriented, nurturing program. High Plains Service Dogs, an Idaho registered unincorporated non-profit Association, New Members are Welcomed. Although the Association has its principle office in Burley Idaho, we are active in Minneapolis Minnesota and have members and teams scattered through out the North American Continent. New Members are encouraged to apply.

High Plains Association of Service Dog Advocates, also known by our Service Dog Program name of, High Plains Service Dogs, is a Federal 501(c(3)public charity.
MISSION STATEMENT

High Plains Association of Service Dog Advocates was established to educate the public about Service Dogs and the ADA as well as to assist physically disabled persons maintain/regain their independence through the training/use of their own Service Dog with our assistance, provided free of charge as this is a 100% Volunteer Association.

Registered on the sixth day of April, 2005, and originally conceptualized in December of 2003.

Questions About Service Animals Don't just think you know the subject, go to the Government Agency to be sure of that answer. This link is to the Department of Justice web site.

Federal law does not require that Service Dogs, nor any other type of assistance animal, be certified by any organization.
Federal law does not mandate that Service Dog teams carry any sort of proof of certification.
Federal law has no mandates requiring Service Dog Teams to carry any proof of the dog being a Service Dog,
nor is a disabled handler required to carry proof of his or her qualifying disabling medical condition.
Federal Law prohibits any business employee from demanding that the handler show any such ID badge prior to being granted entry on to the business premises.
This does not mean that they won't try to make you show them a badge.
It means that the Federal law says that you are not required to do so.
ADA is a civil rights law. Local law enforcement personnel cannot enforce Federal civil rights laws.
But, your state may have specific laws on the books which do allow peace officers to intervene on your behalf. Know your state and local laws regarding service animals in public places.
There are a few instances when it is of benefit for the handler to have proof of his or her dog being a certified Service Dog. For instance in some states an officer is only required to act if you have proof of your animal being certified from a recognized agency. In those instances where it is beneficial for the handler to have proof of certification, Identification badges will be issued to the teams which have met all requirements set forth under the program regarding certification of their Service Dog. The badges are issued in the construct of the team being of certified status, rather than just the dog being certified.
We do this because a Service Dog is not a Service Dog unless it is with the person whom it has been specially trained to perform one or more of those trained tasks which then specifically mitigate that person's ADA qualifying disability or disabilities.
Please note these must be specifically trained tasks. Side note; a trainer of the service animal is also, of course, holding a service animal.

The Americans with Disabilities Act (ADA) does not cover the training of Service Dogs as it was left up to each individual state to set guidelines and statutes. Before taking a Service Dog in Training (SDIT) out in to the public arena, please be sure to know what your own state legal requirements are. Some states require that such trainers and the dogs be affiliated with a known program that exists for the purpose of training such dogs and that these dogs in training wear uniforms which clearly indicate such information. Other states have no clear requirements on their books at all. Never assume anything when it comes to legal issues, check with your state officials or a qualified legal representative first.
